The site has been marked for a football ground with an enabling development providing it doesn't conflict with the Local Plan.
Ground sharing at Sixways was discussed with Cecil Duckworth two years ago but ruled out for reasons "best known to the rugby club".
The Football Club will own the 7.5 acres of the stadium and St Modwen will own the rest of the 20-acre site.
