SIR – Following my letter (August 13) about using those on community service to clear travellers’ mess on private sites and the possible legal reasons against it, the West Wiltshire District Council passed a resolutions saying vandals would be forced to clean up their graffiti.
It could not be cleaned this way when the police caught the first culprits, because officials said that their public liability insurance would not cover the youths if anything went wrong.
