SIR - Is it another case of one rule for Worcester City Council and another for the humble property owner?
Driving down the busy Henwick Road I witnessed not one refuse collector replace the new scheme wheelie bin back on to the grounds of the property owner after emptying it.
Their information document states that any injury incurred by bins left on the public highway will incur costs to the property owner. With a primary school, university and shop along that road this is an accident waiting to happen. Who then would be liable for costs, due to injury, because of the incompetence or laziness of the council refuse workforce?
