SIR - Severn Trent is to be fined again, for missing its target on leakage rates.
Ofwat fined it last year, then allowed it to increase its water charges by more than inflation. Will another fine allow it to put its prices up again?
If it can keep doing this, there's no incentive to get the leakage rate down.
