SIR – Councillor Thain suggests that outsourcing Highways to Ringway was a Bold (Better outcomes lean delivery) decision (Worcester News, April 4).

This policy explains the unsatisfactory state of roads in Worcestershire.

The outcome is poor and the delivery is clearly lean.

Failing construction joints (where layers of tarmac meet) abound.

Perhaps Councillor Thain can tell us whether Ringway or the county council will pick up the enormous bill for this avoidable repair work and what Bold decision he intends to take to stop it reocurring?
