Holders of residents' two-hour parking permits will be allowed to park for free in Malvern's long-stay car parks between 6pm and 4am.
The district council's executive committee decided this week to allow the "concession".
The council was criticised by town centre businesses earlier this year when it announced the end of free evening parking. The move was seen as a slap in the face by local traders at a time when trading conditions are difficult enough.
Until April 3, evening visitors could park for free in the car parks at Priory Road, Victoria Road, Church Street, Link Top and Newtown Road.
The new concession means holders of the £10 residents' permit can park free in the evenings again. However, non-residents visiting Malvern Theatres or local restaurants will still have to pay.
