HOOLIGANISM at Colwall was reported to the parish council 50 years ago, according to the Gazette.
The report said that damage of £12 had been done to lights in the village in one afternoon.
"The culprits had been discovered by the aid of the police, but that no prosecution had been ordered, the parents of four of the culprits having agreed to pay 30 shillings each, the rest to be paid out of the rates."
"Mr Nipe believed that the police and schoolmasters in the village could help in this matter by instilling in the minds of the children the fact that damage of this kind has to be paid for."
But Mr Ewart Ballard thought the parish council would have done better to take the culprits to county court and recovered the full cost of the damage, instead of letting some of the burden fall on the ratepayers.
