I REFER to the letter from Angela Smith (Your Letters, January 13) regarding the enduring problem of dog poo on the pavements, hill paths and playing fields of Malvern.
Previously, this issue has become a series of debates, along the lines of "Who is to blame - the owner or the dog?" and led to heated arguments between those who love dogs, hate dogs, prefer cats and so on and so on.
Interesting, but pointless when the real question should be - "Why are these uncivilised and ignorant people still not deterred?" Have they perhaps got endless amounts of cash to pay the hefty £1,000 'No-fouling' fines that the Malvern dog wardens enforce?
I would like to hear from the council (which keeps putting up our Council Tax and now wants to spend £6.5 million on a new office) regarding how much revenue is generated from catching and prosecuting offenders, whilst simultaneously cleaning up our environment. Why so few dog poo bins? Where are the wardens? Is there a poo hotline? Can one make a citizen's arrest?
Does no-one from the council walk the highways and byways of Malvern? Surely all that poo would put pound signs in their eyes? One could make at least £8,000 a week from West Malvern playing fields, £10,000 a week from Link Common and as much as £13,000 a week from Cowleigh Road! I therefore invite the council to respond, outlining its policy (which blatantly isn't working) and clear up the issue (pun intended).
