A PLAN to put a pre-school building next to a primary school in a Worcestershire village have been turned down for the second time.
The planning inspector has dismissed an appeal by Welland Pre-School because it would mean losing two mature horse chestnut and lime trees.
Tree preservation orders had been placed as a result of the initial application to Malvern Hills District Council and the inspector said they were of "high amenity" value.
The inspector recognised the benefits of the pre-school's location but felt it did not outweigh the harm it would cause to the character and appearance of the area.
Malvern Hills had refused the application on the same grounds.
