SIR - Road transport is the lifeblood of this country, claims George Winter (Letters, Saturday, December 31).

This has not always been the case. Many of us have been served very adequately by the railways and waterways with horse-drawn propulsion playing an important role. Not so very long ago, few people could afford a car and the vast majority cycled or walked to work.

Over the years, conditions have changed beyond all recognition rendering many rules and practices obsolete and in need of constant review.

JOHN HINTON,

Worcester.
