A car park at Callow End is still closed to the public after the failure of its all-weather surface.
The car park at Old Hills was closed in October last year by Malvern Hills Conservators, when cars started getting stuck in the mud following heavy rain.
The all-weather surface had been installed the previous summer at a cost of £17,000.
Conservators' director Ian Rowat says he had been in discussions with the engineer who originally designed it and the company that supplied the all-weather material.
He is now getting advice from an independent engineer, whom he met on the site last Friday. He will also be seeking legal advice.
"I want to make sure that the problem is properly fixed when I reopen it," said Mr Rowat.
"The last thing I want is to reopen it and then have someone phone me up saying there car got stuck.
"It's disappointing that it's still closed, but I want to get it right."
