Scott Voice swooped for two headed goals on 15 and 20 minutes respectively.
Mark Shepherd earlier missed a great chance but leaders Malvern struggled to get their act together throughout.
They could not force a late goal after Tipton were reduced to 10 men for a professional foul.
And experienced midfielder Darren Bullock joined the Malvern injury list with a hamstring problem.
Malvern were under the guidance of assistant boss Dave Oakley and scout Joe Rawle as Neil Hunt was on holiday.
