SIR - In my youth it was obligatory that cycles had either bells, horns or other methods of letting pedestrians know you were about to overtake them, if going the same way and using the same path. It was also obligatory to have front and rear working lights at night. And riding a bike on a footpath at any time was also a punishable offence. Are these no longer offences?
