Malvern's Sling Lane field will be on the agenda when the district council's executive committee meets next week.
Members will be asked to decide whether control of the field should be transferred to the town council.
Last year, MHDC decided to lease the land to Newtown Sports FC as playing fields, but changed its mind after protests from local residents.
The town council wants to take the field over as a new home for the allotments at Madresfield Road, which will have to move if the cemetery is to be expanded, but only if no conditions are imposed on their use.
However, the executive committee is being recommended to approve the transfer with conditions "relating to the retention of land for public recreational open space and in particular adequate provision of football pitches".
It is also being recommended to start discussions with town and county councils about cemetery and allotment land in Malvern.
