People on Wilton Road in Malvern are hoping they will not have to paddle to their homes next time it rains.
Residents often have to wade through water up to six inches deep when the drains overflow.
"It gets really bad sometimes with water flooding on to the pavement and running down people's driveways, said homeowner Walter Smith.
"I've even seen people take their shoes and socks off to paddle through it."
Mr Smith said the drains had caused problems for some time and looked to be blocked on both sides of the road. He said it was particularly bad at the lower end of Wilton Road, near the cemetery.
"There's such a lot of water and it doesn't drain away. It floods into the cemetery and people's gardens," said Mr Smith.
Another resident, Georgina Edwards, wrote to the Gazette about the kerbside drains in Wilton Road and nearby Gilbert Road and said some were so blocked there were weeds growing out of them.
Road and footpath maintenance is the responsibility of Malvern Hills Highways Partnership.
Spokesman Nils Wilks said that now it was aware of the problem it would get the drains cleaned out.
