HILL & MOOR PARISH COUNCIL: Minutes of meeting held in Lower Moor Village Hall. Cllr McDonald should have been recorded in the previous minutes as having reported what was felt as excess speeding of motor vehicles along Salters Lane. The parish council resolved that when an issue is voted upon, it should be stated as a majority or an against vote. It was proposed by the Chairman that Mr Miller (who was present) be appointed village green tree warden. It was agreed that skip dates be shown on the notice board and to include a list of items that cannot be placed in the skip. Cllr Lampard reported the neighbourhood watch scheme was going well and that only six calls to the police had been made since January - most of those being traffic related. It was proposed by Cllr Gordon and seconded by Cllr McDonald that the council purchase yellow signs to place around Hill & Moor. The Salters Lane concern was forwarded to the beat officer who did visit the area. New speed restrictions are now in place to ensure better control. Holly House planning appeal dismissed for the erection of three dwellings and garages. Planning for MEB - overland power lines - Cllr Lampard to obtain more details. The council agreed the proposed erection of a detached garage at The Cottage, Church Lane. Hill & Moor Landfill site have produced some proposed plans. The chairman is to raise a number of issues at their next meeting - one concern was a proposed change in the opening hours. In line with agreements set out by CALC , the fees to the parish clerk were increased by 3 % from 1 April, 2000. Proposed by Cllr J Everill and seconded by Cllr G Hall. Payments to - Smart Cut - 2 invoices £164.5 Worcs Assoc of Local Councils -£104.26 MEB - £126.96 Clerks fees and Expenses - £415.01 Mrs V. Lampard £3.77. Approval of payments - Proposed by Cllr G. Hall, seconded by Cllr C Martin. It is the policy of the parish council to obtain alternative quotations where appropriate in order to seek best value. The chairman read a letter signed by a number of members of the village hall committee submitting their resignations. The chairman to write to Mrs Hewson inviting those members to a formal meeting with the parish council to discuss the problems raised in the letter. The parish council formally thank the village hall committee for all there past endeavours and contributions to our enviroment. The clerk to write to Smart Cut Ltd to have the grass area outside the village hall to be included in their schedule. Cllr Marshall to visit certain houses in Bridge Street following a complaint of overhanging trees. Cllr McDonald reported on the potholes in Salters Lane. (Since the meeting, Cllr McDonald has contacted the Highways Dept who are now aware of the problem and will action).The date for the next meeting is set for September 7.
