Town councillors were to consider introducing parking restrictions in the turning area at Elmley Close, Malvern, at a planning and transportation committee last night (Thursday).
Residents have asked for double yellow lines on the road to try and discourage people from blocking the turning area.
Maurice Carless, a senior technician at Malvern Hills Highway Partnership Unit, has advised the Council that before waiting restrictions can be imposed consultations need to be held with the police and district council.
Proposals need to be advertised in case there are objections and the whole process could take up to a year.
He said that double yellow lines are a fairly effective means of keeping roads clear of parked cars.
Mr Carless said: "Having said this, police resources are limited and given the fact that crime and disorder issues are a major concern to the general public, it is understandable that enforcement in this particular situation would be given a low priority. Some drivers become aware of this and abuse the yellow line orders accordingly."
