PARISH COUNCIL: Notes from the meeting held on November 27:
Pavilion Hire: Insurance for private parties - coun Anderson to speak to Cornhill Insurance to clarify the position.
Pavilion: Coun Llewellyn is to speak to the architects about one missing tile and once this is replaced the completion certificate could be issued by the architects and the final payment made to the builders.
Archaeological dig: No reply had been received from the county archaeological service asking for a site meeting and confirmation of the final costs for the second dig.
Dog litter bins: These were still to be installed.
Tennis Club refurbishment: Coun Mrs Randall to liase with the Tennis Club to make sure that all was cleared and finished satisfactory.
Affordable Homes in Fladbury: A letter had been received from Mr Saunders asking that the parish council reconsider their decision not to carry out a housing needs survey. It was agreed that the original decision should stand.
Paynes Lane Traffic: Coun Mills and Llewellyn had met the farm manager who had agreed to control the heavy traffic. Vans bringing contract labour to the site were more difficult to deal with as they were not directly under his control. Mr Anderson confirmed that the original drive could not be used as it had not been sold off with the land. Hill and Moor Parish Council has also complained about the farm traffic in Salters Lane. The situation is to be monitored.
Village Hall grant meeting: Coun Southcott reported that the survey results had been presented and that the feasibility grant had to be spent by the end of the year.
Police matters: Request for additional speed equipment - request to be investigated by Constable Mike Digger at Pershore Police station. It was reported that since PC Storr's visit on October 16 police with radar guns had been seen in Fladbury during the morning and evening 'rush hours'. PC Storr's suggestion where the wires should be located for a survey was agreed.
Postage stamps: Coun Llewellyn had obtained the documentation from the post office for the ladies at the florists in the village. He is to check on their progress.
Road name signs: Coun Llewellyn reported that the Station Road signs would be replaced when repaired. Farm Street sign to be installed shortly.
Mowing policy: Coun Southcott had prepared a list of possible options and it was agreed that he and coun Baldry would speak to Limebridge Rural Services about the implications of each option and report back at the next meeting.
Finance: It was agreed that safety surfacing should be installed under the see-saw at Pool Garden by Stadia Sports. Stadia Sports had agreed to make minor repairs to the surface by the swings.
Budget: It was agreed that the draft budget should be accepted.
Precept: The figure for the precept for 2001/2 was agreed.
Planning: At a meeting on November 7 between Mr Jack Hegarty (head of planning for WDC) and the chairman, vice-chairman and district councillor concern was expressed about past planning anomalies. Mr Hegarty had listened sympathetically. He said he could see no problem with the current parish council procedures.
Approvals: Mr White at Wood Norton Farm had applied to alter the temporary condition of his application.
Enforcements: Pole Position - Mr Hegarty was aware that nothing had been done and was keeping an eye on matters.
Broadway Cottage, Farm Street - The garage was only 2'' higher than permitted without planning consent and so in theory, planning permission was required.
Lighting: It was noted that the light outside the church was much brighter following repair. Coun Mrs Randall is to ask Pirelli for suggesting of improving the economy and output of existing lights.
n Telephone box: This had been badly damaged and the money box stolen, however the perpetrators had been arrested in Church Lench. Wychavon DC to be asked to apply a preservation order to the red phone box.
Worcestershire Village Speed Limits: The Fladbury road markings had been delayed by the persistent wet weather.
Meeting re low flying aircraft: Coun Llewellyn reported that at the meeting it had been stated that the 250ft height minimum was strictly observed.
Football practice: It was noted that practice sessions using the top goal were being held without nets and balls were hitting the tennis court fence. The clerk is to ask the clubs to use nets.
Tipping in A4538 lay-by: The county council were aware that five loads had been tipped there so far. Councillors to watch out for lorries tipping and take registration numbers.
County Council matters: County coun Mrs Birchley reported that there had been a social services overspend on adult as well as children's services and that £1 million had been given to children's services reserves. Five per cent, 7.5 and 9% increase in council tax were being considered with resultant scenarios.
