The Millers came back and Carl Dainter's corner was flicked on by James Harper only for Cox to save well on the goal line.
Underwood's surging run ended when Cains upended him on the edge of the box and Dainter fired home the free kick past Cox.
An Underwood's shot was saved by Cox after a through ball from the dangerous Dainter.
Massey started the second half well and Woodhouse's cross was deflected into his own net by the unfortunate Mark Cund.
The visitors held the upper hand as McDonald denied Charnley in a one-on-one.
Feckenham went close when the lively Underwood caused problems with his pace but Cox denied him at the foot of the post.
With time running out, Dainter's run down the left took him past two defenders before crossing for Underwood to grab the winner and score his 11th of the season.
