OBVIOUSLY, to contain foot and mouth people need to keep off land used by livestock. However, is it necessary to include all of the Malvern Hills in this ban? The hills between the Wyche Cutting and North Hill have not had livestock on them for many years and I have never seen deer on them either. Is it not time to reassess what is currently a blanket ban applying to the whole countryside and to re-open areas which pose no risk to the spread of foot and mouth?
