THE Country Land and Business Association has welcomed the announcement that a rural business recovery fund is being set up.
But it says it is concerned at the lack of "joined-up" thinking revealed by the plan.
The Government plans to offer businesses up to £15,000 for marketing or investment in new technology to help regenerate business.
Small companies may also be eligible for cash support to help repay interest on loans.
The CLA has been calling for such a scheme since the real economic impact of the foot-and-mouth crisis became clear.
But, although the rural business recovery package could help some West Midlands businesses, many others will miss out.
"The money is welcome, but it appears to be yet another piecemeal initiative and not the joined-up package we've been arguing for," said Frances Beatty, regional director of the CLA.
"The Government must now take a long, hard look at what it's offering and take some practical steps to plug the gaps that remain."
The CLA, which represents rural businesses across the region, says that the announcement begs serious questions.
It wants to know if businesses in areas not hit by foot-and-mouth, but who suffered anyway, will be included.
It is also asking questions over rate relief and whether the scheme will be adequately advertised.
