A cannabis smoker told police who raided his flat "It is better than drink".
Carl Watkiss, 21, of Hurcott Road, Kidderminster, was fined £80 with £40 costs, by Kidderminster magistrates when he admitted illegal possession of three film wraps of cannabis bush.
