A BID to transform a garage and stables into a home sparked a row among Wyre Forest District Council planners.
At a meeting on Tuesday the planning (development control) committee eventually voted 10 to 7 to allow the owners of Hobro Croft at Little Hobro in Wolverley to convert a garage and stables into a bungalow.
But after a site visit, they were divided over the conversion of the buildings.
Wolverley and Cookley Parish Council had recommended refusal as the plan would create another dwelling and access on the green belt.
John Wardle, a member of both the parish council and the planning committee, said: "What we will do is not open one stable door but a series of stable doors in the green belt."
Development control head Mike Parker said the bid involved the conversion of a building that already exists in the green belt and so would be acceptable in terms of planning policy.
