Broughton nearly made it two on 38 minutes when he was played in by Larkin's quick-thinking pass but his shot under pressure was too close to the keeper, who held the ball comfortably.
Williams' free kick on 40 minutes caused problems with York defender Smith flicking the ball just over his own crossbar.
From Williams' resulting corner Broughton's powerful header was nodded off the line by left-back Stamp.
York equalised in first half injury time when Proctor escaped down the left and his first-time cross was powered home by Nogan.
It was undeserved, considering the amount of possession and chances Harriers had enjoyed.
