I realise that I could be missing something here, but I fail to understand how CCTV can be effective in an unlit area, such as Ledbury's recreation ground. Surely it is intended to be used with floodlighting?
Judging from the 'manic' sounds emanating from the dark recesses of the paths/playground area, and the occasional glow from lighters and matches, this area, particularly after dark, remains firmly a 'no-go' area for the majority.
Why is money being wasted on a half-hearted deterrent that doesn't deter. Is it just so that something can be seen to be done, even if it doesn't provide a solution to a problem?
