PARISH COUNCIL: Minutes of meeting held in Lower Moor Village Hall on November 1.

Beat Manager: Councillor Marshall outlined the contents of the meeting held with local youths with the police also in attendance. It was agreed the parish council would provide some bench seats around the tree on the village green. More recent nuisance has been experienced from these youths.

Roads: A temporary ditch has been dug to alleviate the present flood area in Salters Lane.

Foot and Mouth: Coun Marshall reported on a meeting with DEFFRA clearing up one or two concerns. The site will be completed by the winter. No more burials unless a major country outbreak occurs. It was understood the site would be monitored for the next ten years.

Environmental Health: No reply has been received in response to a second letter sent to a local farmer on health conditions. Clerk to write to the Environmental Health Department.

Planning: Approval has been given to Mr & Mrs Amphlett of Manor Road to demolish an existing utility room to be replaced by a two-storey side extension. Mr Strange, of Upper Moor, has also had approval to demolish an existing out building to provide a single storey extension. The reclamation of materials site has been given approval to work 24 hours from 7am Mondays to 1pm on Saturdays but with a number of conditions such as lighting, noise and movement of vehicles.

Planning Application: W/01/01355/PN - Mr R Beamish of Duffledown Farm - Upper Moor. Construction of general purpose building and completion of Building No 4 - Fodder Store. Objections to be notified to WDC.

Planning Application: W/01/01637/PP - M C Gottfried, The Old Cottage - Church Lane. Garden Wall. No objections

Open Meeting: Mr Miller reported on his meeting with Mrs Hewson on flower arrangements around the village. A number of other residents would also wish to be involved. Mr Miller also spoke of the recent nuisance and the attitude in the response by the beat manager. The clerk to write to the Chief Constable in Worcester with a copy to Inspector Sharon Gibbons. It must be stressed that when reporting an incident to the police that an incident report number be obtained. Mr Bates outlined a suggestion of a village forum, where villagers can air their views.

Village Entrance: A landscape plan has now been received from Halcrow for the entrance to the village and the planting of trees on the village green re the Bypass. Planting on the green will start November/ December of this year.

General: The WDC will be visiting Hill & Moor to check on all street and road signs. The state of the verge and hedging in Blacksmiths Lane has been reported to the Highways Department for clearing. WC Coun Tucker spoke of the work of the 4 Parishes Archaeology Group. By a majority vote it was agreed to make a donation of £25 to this group. Coun Lampard noted that street light No 9 was still faulty although the problem has been reported to Pirelli three times. The state of the surface of Church Lane was again addressed. Road markings at the end of streets in the village had still not been carried out. To be addressed once again to the Highways Department. Coun Lampard as representative of the Village Hall Committee reported on the recent AGM and Mrs Lampard has been voted on the committee as promotions secretary. There was disappointment at the lack of attendance at some of the events the village hall committee had put on for the village. Urgent attention to the coming Golden Jubilee for a meeting of the village hall sub committee and the parish council was now required. Coun Lampard raised the matter of the Christmas card and design. Coun Martin reported on her attendance at a prize giving presentation - a scheme to beautify villages. The Countryside Agency is to set up community seminars to promote ideas for villages. The next meeting of the parish council will be on December 6.
