CONCERNED councillors went against officer recommendations to refuse a request to install a new roller shutter at a Rubery business.
Instead, members of Bromsgrove District Council's planning committee voted for a site visit so they can see the situation at Windmill Mini Market, in Windmill Avenue, for themselves before making a final decision.
The market, which occupies numbers 78 to 80, applied for permission to install a new roller shutter, new sign and a ramp for disabled shoppers.
Officers said the access ramp was acceptable, particularly as it is soon likely to be required under the Disability Discrimination Act, but were concerned about the shutter.
In their report to last Monday's committee, it said there was "concern over the potential conflict between security and detrimental appearance of shutters on the townscape.
"External solid metal shutters are unattractive, have an intimidating effect and are vulnerable to graffiti and decrease the overall attractiveness of the shopping street," said the report.
Cllr David Hancox (Con, Uffdown and Waseley) called for the site visit because he said robberies were on the increase in the area and security was important.
Cllr David McGrath (Lab, Beacon), who also wanted a site visit, said: "This shop is doing a tremendous service to the local community and it is extremely good to see they are addressing the disablement issue."
The application is due to be discussed at the next planning committee meeting.
