A MAN who wants to build a home in Bidford for his elderly relatives is hoping planning inspectors will consider the proposal as an exception to district council policy.
John Rose, of Chipping Norton, has appealed against a decision by Wychavon planners who refused to let him build a bungalow and garage on land at Jubilee House.
No date for the appeal has yet been set but, earlier this year, they ruled that the development would, by virtue of its siting, lie outside the defined development boundary of the adopted Local Plan and would therefore, expand into the rural area.
Mr Rose said that the site would be ideal for his relatives, one of whom was an invalid needing constant care and attention and suffered from an increasingly debilitating disease.
Their daughter, who lives at Jubilee House, assisted with the care that was needed and moving them closer to her home from Salford Priors would be more convenient.
"I am really trying to get permission to build there because it doesn't seem reasonable to refuse it," he said.
"It appears that the only reason for Wychavon refusing my application for outline planning permission is that the site lies outside the defined boundary.
"The erection of a bungalow at this particular location would enhance the appearance of the area which currently is not particularly attractive as the site is surrounded by various unsightly horticultural and small business buildings."
"I am hoping that this application will be considered as an exception to planning policy because of these reasons," he added.
