PARISH COUNCIL: With the resignation of Mr P Shaw, a vacancy has arisen for a co-opted councillor. Applications for the vacancy to be made in writing to the clerk before January 5.
Matters arising: Severn Waste/Hill and Moor Landfill Site: Meeting with Mr Sherratt was beneficial. Chairman felt the meeting was productive but that County Council should keep a tighter check on them. He suggested liasing with Pinvin and Hill & Moor Parish Councils in forming an action group to fight for the incinerator in Kidderminster. Cty Cllr Mrs Tucker said the appeal for the incinerator was in February. County Council wants waste to be disposed of close to where it is created. Chairman was concerned about where the rubbish will go if not to Kidderminster. Cllr Timms suggested we should have all the conditions that have been put on the site within planning applications, listed for quick reference, and enforcement. At the meeting with Severn Waste, the Chairman asked about access off the bypass. Mr Sherratt implied the road might not be built. Cty Cllr Mrs Tucker expressed concern over the possibility of the access road being used by other companies for access to Throckmorton. Clerk to write to planning to defend site conservation area.
By-pass: Councillors continued to express concern that the villages outside the bypass should have no say in the questionnaire. Cllr Simpson said that people had expressed concerns over the wording of the first questionnaire. There is currently no information available on the moving of the services located at the junction of Worcester Road/Wyre Road for the junction widening. The plans for the bypass include planting of local fruit trees near the George Lane roundabout. The plans are likely to be drawn in the next few weeks - Clerk to contact Halcrow mid Dec for copy of plans.
Serpentine Wall: Three quotes received so far. Cllr Timms spoke with Duckworth Trust - meets their criteria. They have six-week period for decisions. It was suggested a meeting be arranged with Chairman, Cllr Timms, Dist Cllr Argyle and residents with properties affected by the walls. Not sure on the legal aspect of the Parish Council helping - Cllr Timms to find out more information from CALC. The Chairman thanked Cllr Timms for his efforts to date.
Road Repairs, footpaths & hedge cutting: The footpath on Wyre Hill is still overgrown - Clerk to write to Mr Mayers, copy to Highways. It was suggested that a map showing where Railtrack are responsible for hedgecutting would be helpful - Clerk to write to Railtrack. The footpath from Wyre Hill to the Station is overgrown and needs attention. A letter had been received from Mrs Oakley. She was concerned with the style in the field to Pershore, alongside the Wyre Mill Club. Her Labrador could not get through the style and is too big to be lifted over. WCC footpaths officer to be contacted. The drains on the Worcester Road by the brook need clearing and the one drain needs lifting where it is sinking. Cllr Mrs Swanborough pointed out that the drain in Chapel Lane needed attention.
New housing estate matters: Apparently, a resident from Haines Close had done a survey on the lighting. The consensus was there should be four lights - one at the entrance, one at the Barratt end, one at the Village Hall entrance and one by the play area. Councillors agreed with this thinking and Cllr Simpson is to liaise with John Stych and Wychavon. Mr Clark had written to Wychavon on the state of the trees but has heard nothing back. He also mentioned he thought the 106 agreement was added at a later date to contracts. Dist Cllr Argyle found out the following from the previous meeting: 1, The street lighting is up to the discretion of the Parish Council - the Chairman reminded Dist Cllr Argyle that Mr J Hegarty was to supply details. 2, The owners of the properties adjoining Avon Brook (the ditch) were to remove aquatic plants and keep the depth, the base of the ditch is most important, the grass on the banks does not need to be cut. (As per their house purchase agreements.) 3, The post and rail fencing that has been suggested is suitable for the purpose of keeping people away from the ditch. 4, The barrier that was suggested on Worcester Road has been dismissed, bearing in mind the generally low level of water in the brook, as it was likely to push cars back onto the main road and cause more of a problem/potential accidents.n Local Plan Review: Dist Cllr Argyle expressed concern over the wording in the note sent to Wychavon about the development of Keytec 7 and the Strategic Gap. Chairman to clarify with Mr Davies at WDC. Review will be February.
Throckmorton Airfield: The Four Parishes Archaeology Group have applied for a further grant of £1,000 from Discovering Worcestershire. The Parish Council agreed to a donation of £25 for start up costs. The Channel 4 Time Team programme should be seen in March/April 2002. The field walk along the bypass produced Roman evidence. The metal detectors at Pinvin, 13 in total, found Roman brooches and pottery. Throckmorton Airfield is scheduled to be an ancient monument by English Heritage.
Simms & Woods: Clerk gave summary of numerous emails sent to Enforcement and Environmental departments at Wychavon regarding smell, planning and rubbish. The site is due to have five enforcement notices served on it. It appears to be in breach of at least two further planning regulations - Clerk to investigate. Dist Cllr M Argyle was asked to comment on this. He suggested that the constant chasing would help but could offer no further solution. Councillor's Reports, followed by questions from the audience: The Chairman mentioned that the phone box had been vandalised but was now sorted out - this had been reported to the Police. He also commented on the state of George Lane caused by inconsiderate dog owners not clearing up after their dogs. Cllr Mrs Kavanagh said that the noises from Varnicoat, whilst quiet for three weeks, had started again. She also said that some of the seats in Smiths Meadow were rotten. Dist Cllr Argyle said that David Wright at Pinvin had a noise monitor in his garden and Mrs Ingram from Ryelands was to call a 24-hour number when the noises start. Cllr Mrs Swanborough said that with the colder weather, the smells from Simms & Woods had decreased. Cllr Mrs Foster said the smell from the tip was very bad today all through the village.
Smith's Meadow & Village Hall/Green: The sycamore tree was shadowing the tubs. Consider moving the tubs next year and what to do with the concrete under them. The Chairman raised concerns over the provision of lifebuoy/duty of care. Clerk to check with CALC & Pershore.
Planning: W/01/01621/PN, David Payne Homes (Erection of retaining structure). The parish council have no objections but added supporting comments; W/01/01685/CU, Mr T Robinson Cooke (Retention of one residential caretakers caravan, previously granted since 1989, most recently under W98/0815). No objections - Clerk to check on 10-year ruling before replying.n Next meeting: January 10.
