LOCAL government is still largely based on historic or "cricket" counties. The system is obsolete. It has failed the people of this area utterly. The existing councils are both starved of funds by central government.
Worcester should take within its boundaries the 12 adjoining areas and became a unitary authority.
This unitary entity should be included in a regional government territory based on Birmingham. Such a regional system would almost certainly be beneficial for Worcester.
If these moves towards regionalisation have been initiated in Brussels, so be it. No reasoning or reasonable person need worry.
