A campaign to close a road across Malvern Link Common has been re-launched by district councillor and Conservator Pat Raven.
Coun Raven says the section of Cockshot Road, between Moorlands Road and Worcester Road, should be closed to through traffic to make it safer for pedestrians.
She says the road is the main route for people walking from the Tennyson Drive area to the shops, schools and railway station.
"There's no footpath and the narrow road has a blind spot on the brow of the hill which is extremely dangerous to all road users, motorised or not," she said.
Coun Raven attempted to have the road closed or speed-limited about 15 years ago, following approaches by residents of the Tennyson Drive estate, but it came to nothing.
She has been prompted to renew her campaign by news that the Malvern Hills Conservators, in association with Worcestershire County Council, are looking at providing a track next to Cockshot Road for walkers and cyclists.
"It seems to me that this would be a great waste of public money when it would be quite suitable simply to close the road to traffic by placing a couple of bollards at a suitable point and a notice each end," she said. "This would allow traffic to access the two car parks but not drive straight across.
"The route for cars would not be much longer, using Graham Road."
Ian Rowat, the Conservators' director, said no decision has been made on a footpath and that the options were still under consideration.
John Wallace, of the Highways Partnership, said: "We would want to look long and hard at any proposal to close a road. Nothing would happen without consultation with the public."
