EVESHAM town councillors are calling for a two-way traffic system along part of Mill Street before giving the go-ahead for development up Common Road.
At a meeting on Monday they voted to urge Wychavon District Council to refuse plans by Kingsoak South Midlands until an effective traffic management plan is in place.
Councillors discussed two separate plans by the firm, which wants to develop the former Willmotts factory on Conduit Hill and the former Stocks Lovell site in Mill Street.
Coun David Alesbury said: "The traffic from both sites will merge and have nowhere else to go than up into town, choking the centre.
"If part of Mill Street between Common Road and Bridge Street is made two way it will solve part of the problem for traffic wanting to go up Port Street."
