EXTRA police were drafted onto the streets in Bromsgrove town centre as fighting broke out after England's World Cup win against Denmark on Saturday.
Arrests were made as clashes were reported around the town, police said. Up to 20 officers were on the streets.
Some pubs - already hit by the power cut - closed their doors in the afternoon as they feared trouble was brewing and wanted to give fans the chance to cool off.
"We shut between three and five but we only gave ourselves more trouble in the evening," said Lisa Watts, licensee of the Turk's Head.
"There were a lot of groups of kids out in the streets and they just carried on drinking from cans before coming back."
Police said there were fights outside several town centre bars from late afternoon into the evening and two people were arrested. A van with extra officers on board was deployed in the town to keep order.
