KNOW the police are understaffed and also overworked, but together with the city council they should enforce the law concerning cyclists riding on pavements and cars parked half on the road.
The law concerning cyclists was brought in during January 2001, and there was supposed to be a fine of £100 for breaking this. I'm not sure about cars, but I have always understood that pavements were for pedestrians.
