THE decision on whether to grant a licence to operate an animal carcass incinerator in Astwood Bank could go to the Secretary of State.
Redditch Council environmental health officers have until November 1 to make a decision but could now ask for extra time to consider the application.
But if bosses at Popes Lane By-Products do not agree, the Secretary of State will be called in.
Residents are opposed to the incinerator, which has already been installed behind Astwood Bank First School.
An application for an extension to the works buildings is to be debated by Redditch Council on October 29.
