A shake-up of Wyre Forest's taxi token scheme for pensioners is being planned after claims the system was being abused.
The tokens, worth £25, are for pensioners who do not live near a bus route.
But Wyre Forest District Council is concerned that under the current system, which costs £37,000 a year, no checks are being made on addresses.
The authority's community health and safety committee recommended more money be put into the scheme but also said the system is made fairer by cracking down on applications by pensioners who live on bus routes.
