A WOODROW Centre resident with permanent bins under his kitchen window fears they are a serious health hazard and claims Redditch Council is unwilling to act.
Chris Oliver says the bins, installed less than 5ft from his window last week, already smell but will be awful in warm weather.
The bins were moved from a storage cupboard because of vandalism and arson and locked in place by the flat entrance and Mr Oliver's window.
Mr Oliver said people were also leaving rubbish bags out in the open next to the bins.
A council spokeswoman said residents had asked for the bins following a survey last year.
