AN amended plan for development at Upton-upon-Severn Marina has raised further concerns from town councillors.
The scheme, first mooted in October 2000 and revised many times, includes excavating a second marina basin and building a holiday village of 60 apartments and 43 chalets.
In the latest plan, some buildings were shown very close to the five-year flood level and others were very close to houses at Ryall, said members of Upton planning committee.
"It appears to be an attempt to meet some of the requirements of the Environment Agency in terms of their holding objections," said Coun Simon Wilkinson.
"I don't think it meets all of them, but it tries to meet some of them.
The plan is due to be considered by Malvern Hills District Council's southern area planning committee in April.
