South Worcestershire Primary Care Trust is facing a call to revive a project team which planned a new hospital for Malvern.
Last year, the project team came up with a business plan for a hospital at the Seaford Court site. It was hoped the scheme would be approved by the end of the year.
But the scheme hit a wall when the primary care trust launched a review of spending after a £5 million deficit was revealed.
Malvern Hills district councillor Alex Stewart-Cleary has challenged the trust to resuscitate the project team and get the scheme on track.
He was speaking at MHDC's executive committee meeting on Tuesday. Members agreed to welcome the trust's assurance that it still plans to build a new hospital at Seaford Court.
The council also agreed to discuss alternative sites for the GP surgeries that the trust wants to move to Townsend Way.
