COUN Keith Phillips (Your Letters, April 11) is correct. The town council has a duty under best value to review all its services. This year's best value plan shows that a review on corporate service, which would have included the Belle Vue properties, should have started in October last year and been completed by January this year.

The fact is it never happened. Had it done so and been done by experienced people, to include an outside body, it would have shown, in my opinion, that the offices are under-utilised and poorly located. Under best value action would have had to be taken to rectify this. A review on operational services should also have started in January but again it's not happening.

As chairman of best value I have voiced concerns over this situation but they have fallen on deaf ears. This has lead to a great deal of frustration on my part and is one of the reasons I have withdrawn from the town council election.

I'm fed up of banging my head against a brick wall. After the May elections the new council must enforce these best value reviews on the unwilling so all weak services can be identified, action taken and value for money provided to the people of Malvern.
