Jim was born and educated in Stourport. Also, much of his working life has been spent in the town. He lives in Abberley Avenue, Areley Kings.
First elected to Stourport Urban District Council in 1972, Jim served until the re-organisation of local government. Later, he was a member of Stourport Town Council for many years.
The highlight of this period of civic duty was his year as mayor in 1997-98.
Jim has represented Areley Kings on Wyre Forest District Council since 1987. He is also a JP and a management board member of Wyre Forest Community Housing.
From Labour's manifesto, Jim picks the regeneration of Bridge Street and the basin as a priority.
He believes that the various agencies which could become involved in the projected scheme are looking towards the district council to take a leading role.
"This will be a major issue for Stourport," he says.
