EVEN if the cash were available now, work on building a Bordesley bypass could not start for years.
The news may be a blow to Redditch Council chiefs forging ahead with the £50 million Abbey Stadium sports and entertainment complex - which they said would rely heavily on a bypass.
The completion of the Abbey complex had previously been mooted for 2005 but following delays, council officers are unsure if that date will be met.
Mr Seddon said after a lengthy planning stage, the road would then take about another 18 months to build.
The study is likely to last at least another two months before it is completed.
The Abbey Stadium scheme is set to include a snowdome, ice rink, bars, hotels and swimming pools and expected to generate hundreds of thousands of visitors a year.
Residents in Bordesley have campaigned for a bypass for years, well before the Abbey Stadium scheme was even proposed.
