TWO housing sites have been cut from the blueprint for future development in Wyre Forest.
Whitehall inspector Stephen Pratt has decided that greenfield sites in Badland Avenue and Woodbury Road in Kidderminster are not necessary.
Most of the housing needs in the area are being provided on previously developed land, known as brownfield sites.
Badland Avenue is on the fringe of the built-up area and was suggested as suitable for 10 houses on a grass play area. Woodbury Road had room for 15 houses on an area of open space and woodland.
The inspector said they were both greenfield sites which had not previously been built on and it was inappropriate to develop them before all the brownfield sites had been used up.
He said there were already enough plans in motion to fill the housing requirement.
His review included some new housing on small areas at Beauchamp Avenue and Areley Common in Stourport but did not recommend any further sites for development.
He also backed the district council over the British Sugar site on Stourport Road, agreeing it should be kept for employment and the sports ground retained while the possibility of a railfreight connection should be explored.
He said the Local Plan, which covers the period from 1996 up to 2011, was "comprehensive and well thought out".
The inquiry lasted 15 days and the report makes recommendations on most of the 215 policies in the plan, along with objections to almost 100 specific sites.
The council will discuss the report in July and publish modifications in August.
