LEGAL action is being threatened over the installation of traffic calming measures in Alvechurch.
Ron Berry, of insurance brokers Courtprice Ltd, The Square, said businesses had not been consulted about the work, which began last Tuesday and is due to go on for three weeks.
He added the work would also create noise and disruption.
The £60,000 scheme will see mini roundabouts at the junctions of Birmingham Road, Red Lion Street and Tanyard Lane and also at Snake Lane with Callow Hill Road and Tanyard Lane.
There will also be minor junction improvements at Birmingham Road as well as a raised platform and 'pinch point' at the junction of Swan Street and The Square and a 'build-out' in Swan Street.
But Alvechurch Parish Council clerk Gill Lungley said notices had been put up to inform people about the road closures necessary for the scheme to be installed.
