FLATS originally intended for elderly people in Kempsey could be made available to the over 45s.
Originally, the development at The Firs had been intended as very sheltered housing and Kempsey Parish Council had opposed the addition of bungalows for people aged over 55, said chairman Joy Clee.
But after visiting The Firs, she understood why flats in the original house could not be let to retired people.
"It is not just a question of putting in stair lifts, you have to go up and down steps inside the flats," she said.
Although they were not suitable for general letting, the Elgar Housing Association could offer them to particular age groups and was considering the over 45s.
"They are trying to allocate on a local basis and take into account the needs of the community as well as the individual," said Mrs Clee, at the parish council meeting.
Micki Howes-Jones pointed out that couples of that age could well have teenage or younger children.
She asked whether restrictions could be placed on prospective tenants.
Mrs Clee said this could be discussed with the housing association, which was hoping to find a common way forward.
