No it couldn't. It's just another tired old clich of the PR industry.
And marketing organisations earn millions for promoting such claptrap.

Clean the streets, not just the day before a Royal or similar visit, but regularly.
Clean the trains and buses (see above).
Repaint drab shop fronts.
Put all the clocks displayed by traders and bus/rail stations right, and maintain them.
Clean and maintain public lavatories at times to suit the public - that is, stop closing them for several hours during rush-hours.
This applies also to Foregate Street station, whose preferred method of maintenance for their lavatories (and lifts) is to close them 'owing to vandalism'.
Do you think you could fix that by Friday?
