proposed developments at Haresbrooke Care Centre are nothing but a "blot on the landscape".
That was the view of town councillor Tony Penn when he spoke at Monday's Tenbury Town Council meeting.
The council has already received a stream of objections to the scheme.
Malvern Hills District Council will decide the application to upgrade the residential home and build 16 dwellings in the grounds but town councillors have voted for it to be thrown out.
Main concerns centre on rural impact, access via a dangerous junction, damage to the environment, drains and sewage dispersal and ownership of the narrow lane leading to the home.
Mr Penn, an architect, added: "The junction is lethal, and an accident blackspot. The scheme is without any sensitivity and an awful blot on the landscape and, before a spade goes in, the ground, drains, sewage and access must be thoroughly investigated."
Councillors were unanimous in deciding not to recommend the plan.
