ADDITIONAL guidance for land managers on appeals against the inclusion of land on the Countryside Agency's provisional open access maps has been published be Defra. Complementing initial guidance issues last July, it deals with the types of challenge under the Human Rights Act 1988 most likely to arise and reflects broad policy on human rights issues and is available at www.defra.gov.uk/wildlife-countryside/access.open.htm Nobody has a right to walk over open access land until a conclusive map has been issued and the relevant provisions have been brought into force.
