Worcestershire County Council has launched an official objection to plans to stop heavy goods vehicles passing through Willersey.
The county council is concerned that extra traffic will be diverted onto local roads such as Collin Lane, that are not built to cope with it.
Worcestershire is insisting Gloucestershire County Council completes the upgrading of the work and that plans should not go ahead until Collin Lane is upgraded.
Gloucestershire County Council advertised its intention of introducing a 7.5 tonne weight restriction on Main Street and Broadway Road in the Journal around a month ago.
People had until last Thursday to object to the plans.
Worcestershire County Council has said its objection is procedural, but is designed to make sure that the weight restriction must not go ahead without the necessary improvements.
Despite this latest objection, last month the county council and Wychavon District Council gave their support as long as safety conditions along Collin Lane were improved.
County councillor, Liz Eyre, Worcestershire County Councillor for Broadway said: "We're working together with our colleagues in Gloucestershire to find the best solution, so the objection is a procedural matter. It's the best way to find we are all heading in the same direction."
Chairman of Willersey Parish Council, Maurice Andrews said; "I don't want to comment until I've heard from Gloucestershire County Council because I want to hear the extent of the objections. The objections will be reported at the next Willersey Village Forum meeting which is yet to be arranged."
