BLACKMORE Park Industrial Estate will be redeveloped for employment use despite local opposition to the plans.
For safety reasons, traffic lights and street lights will be put at the junction of Blackmore Park Road and the B4208. A new cycle lane is also planned.
The outline application was reconsidered by Malvern Hills district councillors on Wednesday, after discussions between the council and applicant Lauriston House Estates about highway safety measures.
Ward councillors Mary Wilkinson and Sue Adeney said they were now satisfied with the proposed street layout.
"In terms of safety if nothing else traffic lights are the only answer," said Coun Wilkinson.
But nearby residents expressed concern about the plans.
A letter from Martin Borton was read out at the meeting. It said he and his neighbours felt traffic lights would urbanise the rural area, the plans would be overdevelopment and people nearby would have to experience noise from lorries 24 hours a day. Councillors voted in favour of approving the plans.
